Citizenship Constitution exam: frequently asked questions

Short, practical answers to the questions people ask most often about the exam on the basics of the Constitution of the Republic of Lithuania.

Who has to take the exam?

People applying for Lithuanian citizenship by naturalisation generally must pass both the state Lithuanian language exam and the Constitution-basics exam. The same Constitution exam can also apply to some applicants for a long-term EU residence permit.

What language is the exam in?

The official exam is conducted in Lithuanian. That is exactly why preparation matters: you need to recognise the Constitution's wording and the legal vocabulary in Lithuanian. How many questions are there, and what is the pass mark?

The exam is a written test of 20 questions, each with three options. You pass with 14 correct answers (70%). See our exam structure guide for the details and the official source.

What do I need to bring?

Just a valid identity document. The exam is taken on a computer at a designated base school.

Are there fees?

Yes — the Constitution-basics exam costs €21 and the state language exam costs €57. You pay via migracija.lt after reserving your slot; candidates who don't pay aren't added to the list. Our registration guide explains the process step by step.

Can I retake it if I fail?

Yes. You can register for another exam session. Note that in the naturalisation process you must pass the state language exam first — if you fail that, you cannot sit the Constitution exam.

Who is exempt?

The requirement does not apply to people aged 65+, people with a 0–55% level of working capacity, people of retirement age with an established major or medium level of special needs, and people with severe chronic mental or behavioural disorders. People who cannot take the written test for objective reasons may take it orally.

Is full access refundable?

Full access is a one-time payment and is non-refundable. You don't need to pay to try the app, though: the free plan lets you read the Constitution and practise a few questions, so you can decide before you buy.

Is this website the official exam?

No. konstitucijostestas.lt is an independent study tool. Our questions are modelled on sample tests and the Constitution so you practise in the right format, but we are not affiliated with any government body. Always confirm official procedures on migracija.lt and nsa.smsm.lt.
