How to register for the Constitution exam
To become a Lithuanian citizen by naturalisation you must pass two exams: the state Lithuanian language exam and the exam on the basics of the Constitution. Both are administered by the National Agency for Education (Nacionalinė švietimo agentūra, NŠA) and held at designated “base schools” across Lithuania. Here is exactly how to register.
Step by step
1. Pass the state language exam first
In the naturalisation process the state Lithuanian language exam comes first. If you do not pass it, you are not allowed to sit the Constitution exam.
2. Register through MIGRIS
Applicants for citizenship or a permanent residence permit register through the Migration Department's MIGRIS system at migracija.lt. (The separate NŠA “eksternams” portal is only for the work-related language-category exams, not for naturalisation.)
3. Register at least 15 days ahead
Registration must be completed no later than 15 calendar days before your chosen exam date. Slots follow the annual schedule approved by NŠA.
4. Choose your base school
You take the exam at a base school in the municipality where you live, study or work. If it is full, the nearest available school is assigned. See the map and list below.
5. Pay the fee
Your registration is only valid once the fee is paid — a candidate who has not paid is not added to the list.
6. Bring your ID on exam day
The only thing you must bring to the exam is a valid identity document. The exam is a computer-based test.
Fees
The Constitution-basics exam costs €21 and the state language exam costs €57. After reserving your slot on migracija.lt, click “Atlikti mokėjimą” (Make payment) to pay. Candidates who do not pay are not added to the list of exam candidates.
Who is exempt
Under the Law on Citizenship, the requirement to pass these exams does not apply to:
- persons aged 65 and over;
- persons with a 0–55% level of working capacity;
- persons of retirement age with an established major or medium level of special needs (disability);
- persons with severe chronic mental or behavioural disorders.
Results & certificate
Results are announced no later than 12 working days after the exam. NŠA issues the certificate confirming the exam you passed, and your base school hands it over within three working days of receiving it. The certificate does not expire, and you submit it with your citizenship application to the Migration Department. Those who, for objective reasons such as disability, cannot take the written test may take it orally.
